OK, my Spanish sucks. What's the difference between decimoséptimo and diecisiete, and why is decimoséptimo used with dates?

To be honest, mi español isn't all that great, either, but as I understand it "diecisiete" means "seventeen" and "decimoséptimo" means "seventeenth."
